"could not be opened because you don't have permission"

In my mother's macbook pro any file / attachment through email or other we cannot open the files.

It prompts a box saying "The file xyz couldnt be opened because you don't have permission".


I searched online but could not find a solution to fix it available. Could any one help me with this?
