Do you have iMessage turned on? If not, I believe you will need to have this turned on to get the forward option.

thank you! I had imessage on before, but didn't see that text forwarding option - now i see it. does it work the other way - messages i originate on my computer forwarding and syncing w/ my phone? b/c I am seeing some messages that don't show up in that direction....
I'm not positive on this part.. but I believe you may need to make sure that on both the iPhone and the MacBook start new conversations from the phone number. Previous conversations that were initiated using an Apple ID or whatever else, I don't know if those will always sync if they were initiated from different places.
For the phone:
Settings > Messages > Send and Receive, at the bottom select start new conversations from the phone number.
On your MacBook:
Open Messages app, at the top of your screen select Messages > Preferences then select the iMessage icon at the top of the window.. then down at the bottom you'll see the same type of selection for starting a new conversation. There is also a checkbox up top that says Enable Messages in iCloud, you could try checking that.
I should note: everything syncs to iCloud,
Assuming both devices are signed in with the same Apple ID.. on your iPhone, if you go to Settings > Messages > Text Message Forwarding, is the switch for your MacBook turned on?
Unfortunately I don't see the "Text Message Forwarding" option on my iPhone SE.
