Cannot disable/delete Messages from iCloud

I have been having issues sync'ing my iMessages via iCloud. I think the storage for messages is corrupted. But when I try to disable and delete via iCloud, I get "Unable to update iCloud settings at this time". I have tried on my Mac as well, but it doesn't do anything. I have signed out and back in on all devices, and even reset my iPhone.

I am able to delete old files and backups with no issue. Just seems to be limited to iMessage's/Message's.
