IPhone 11 Pro Max calls straight to voicemail

I have an IPhone 11 Pro Max and my calls are going straight to voicemail. Silence callers is turned off. I have reset my network settings, installed a new sim card, had Verizon fix provisioning on the line and I continue to experience the same issue. If I turn the phone off and back on it works again for a day or 2 then reverts back to calls going to straight to voicemail. I have removed numerous unnecessary apps as well. It seems like everytime I drive my car which has Carplay the issue crops up. Can't believe that Carplay would cause this. I have troubleshooted with Apple and there are no hardware issues. Out of options here aside from getting the phone replaced which seems reasonable at this point.
