Changes in icloud

it used to be that the pictures downloaded by icloud in windows weren't synced with icloud and that was great for back up... now i can't erase a picture in the phone because it might disappear everywhere. The program should allow me to choose if i want to download the files to my computer or sync them with icloud on windows.

Also, I have 7000 photos on the phone and windows has trouble managing that amount on a synced folder... Before i could just move older pictures and that was fine... now if i move them it's unpredictable what will happen... sometimes the appear again in the folder, sometimes they don't...

In other words icloud on pc sucked but was predictable... now it sucks and it's unusable unless you don't have many photos...

When iCloud Photos are turned off on iPhone, photos would no longer upload to iCloud automatically and could then be deleted without having an effect on the photos in iCloud or on your other devices. Please note, turning off iCloud Photos on iPhone would then include photos in an iCloud backup.
