Whenever I am taking notes in notes app, after I have written a page and scroll down and write something and lift my Apple Pencil up...it scrolls to the top automatically ....any help would be highly appreciated...it’s really frustrating.

Two suggestions to try...
1) If you’ve not already done so, update to iPadOS 13.6 - this being the current version of iPadOS.
2) Perform a force-restart of your iPad - as this will often clear an unexpected malfunction:
