iPhone contacts are not properly sync with iCloud

I'm trying to export my contacts from iCloud to a vCard but noticed a difference in the amount of contacts on my iPhone 11 (708 contacts on iphone) vs the number of contacts on the cloud (291 contacts on the cloud). Below is what I have tried thus far to solve the issue.

1. Backing up my contacts to iCloud.
2. Turning on/off contacts within Settings/iCloud.
3. Signed in and out of my phone and iCloud.
4. Made sure both devices are using the same login info.
5. Cleared cache on my browser.
6. Checked to make sure I have the latest iOS on both devices, iPhone 13.6 and MacBook Catalina.
