I recorded a large video in middle of June which put my way over my iCloud limit I delete the video I now have 42gb used of 50gb but my phone will not longer upload photos it try's to say I need to buy more storage but I have 8gb

I have a 256gb phone with less the 200gb used and its not a phone storage issue my icloud has 8gb empty and not using it
