Why am I missing the 'options' button next to photos in my icloud settings?

Yes that is visible. My ultimate goal is to turn of my iCloud photos on my Mac so my iCloud photos are not in my Mac. I’ve done this on numerous other apple devices but it’s like I don’t have the option for that on my Mac. Also is the photos iCloud options I have everything unchecked but photos are still there. (I don’t want to delete my photos from my iCloud just my iCloud photos from my Mac)
