4013 error resolutions do not work. Any more help?

I have tried everything suggested for the iPhone SE resolutions including reinstall of iTunes. This is a new iPhone and my old one was having problems holding a charge. I put the old SIM card in my new in the box SE (older version) and it wants to restore the phone, but when it reboots the phone, it won't restore and the serial number comes up as n/a and the phone reboots but the line never advances which should show the phone restoring. Then it errors out with the 4013 error. I have tried this repeatedly. (Maybe 20 times at least) Verizon cannot help.
