Missing photos

Hi, I recently had to get a new iPhone 8 because mine broke. I got the replacement, got it all set up logged into my iCloud account and all of my photos are gone. I have had this iCloud account for a while when I had my iPhone 2 the photos moved from the 2 phone to the 8 but now they are all gone off the iCloud. Even the photos from the iPhone 2. I was unable to get anything off the home because it wouldn’t turn on.
