Just got the new 2020 iPad Pro 12.9. Great iPad. My contacts on my iPhone XR have been backed up in iCloud, but they are not downloading into my new iPad? I’m sure this is a simple fix, but could someone point me in the right direction?

I believe what you actually mean is:
If that's what you mean, that explains the issue. Contacts have many potential places where they may be housed. There are so many that an iCloud (or computer) iOS backup does not include contacts.
If instead you were to house your contacts in iCloud, they would immediately appear and be current on all your Apple devices.

Go into settings- your name - iCloud and enable Contacts, hopefully they should populate when you launch the contacts app, That is if they were enabled on iCloud previously. If you say they were in iCloud and not loading, then go to settings - your name, scroll down and sign out, then sign back in
