my iphone 11 pro is frozen because of icloud updates

I purchased my Icloud space for more data space on my Iphone 11 Pro and since doing it a day ago, my iphone 11 pro is frozen because of icloud updates?

I cannot switch my iphone back on and was suggusted to connect my phone to my laptop to update/sync my iphone - I am trying to do this on my old laptap that is not working so well, and therefore have opened my icloud account on my new laptop, but unfortunately the laptop and iphone are not communicating or syncing?

Please help?
