Then cancel any recurring subscriptions you have. See here: See or cancel your subscriptions - Apple Support


Removing the card, does not stop subscriptions, it just makes it impossible to charge you, and as such can disable your account from accessing the store services since you still owe the money for said subscriptions. You will still be liable to pay the charges incurred. Removing the card is never the solution.


Best to stop the subscriptions and purchases generating the charges instead. Then you can continue to access the store services.


Once you cancel the recurring subscriptions you can contact iTunes billing and request a refund for them: Request a refund for apps or content that you bought from Apple - Apple Support
