I did a back up of my old iPhone 6s on with the intent of transferring all data to an iPhone 11pro. iTunes on my Mac needed to close and update after data transfer. It's been almost 24hrs and I still can't open iTunes because it's being "updated".

I've restarted about 5 times. The store won't even show up.
Check for malware with a free trial of Malwarebytes and/or disable any VPN.
Reinstall iTunes if needs be. This should not affect your library or backups.
