Dictation Will Not Go Away in Messages

That is great you were able to cover those steps. Since it is still continuing we will want to make a backup and do a fresh install of your iOS. Here are a few articles that will help.

After restoring as new try testing dictation with your iPhone set up as new, not restored from your backup. After testing, you can restore your previous backup.

Thank you for posting in the Apple Support Communities. It sounds like you have an issue where the Dictation feature still exists on the keyboard in Messages even after turning this feature off.

Just to confirm, ensure that the feature has been turned off by going to Settings > General > Keyboard > Enable Dictation and toggling this off. If you haven't already, try restarting the device: Restart your iPhone. Also go to Settings > General > Keyboard > Keyboards to check if the original keyboard is listed here and selected. If not, temporarily change to the QWERTY keyboard, which you will see after selecting your language, then test to see if the same issue persists. 

Also ensure that the iPhone has been updated: Update your iPhone, iPad, or iPod touch
