Messages started reading my typing, how do I make it stop?

Messages started reading my typing, how do I make it stop? I checked VoiceOver and it's OFF. I made sure Enable dictation is OFF in the keyboard setting. I've restarted my phone. When it started this morning I noticed the microphone button on the keyboard. When I pressed it it offered me the choices "Enable dictation" "Not now" and maybe cancel. After several cycles of pressing "Not now" I thought I'd try "Enable dictation" in hopes of being able to turn it OFF once it was ON but no such luck.
