I haven’t utilized iCloud previously, and still don’t completely understand it, but I was going to upgrade my account to start getting used to it. But each time I try, I get a message saying iCloud is not available with the only option to dismiss. What am I missing?

Problem fixed with a reboot of the iPhone. Still, Apple, if you’re seeing this:
The process for purchasing a .99 iCloud plan was more time consuming than purchasing a $1000 iPad.
Upgrading my iCloud plan required me to enter my Apple ID password twice, entering my Apple Card security code (which was in Wallet), and re-entering all of my billing info including my phone number. For crying out loud, all of this info is on the phone.
My iPad purchase required Touch ID verification and that was it. Why all of the security over purchasing a .99 iCloud plan? Is there some ring of crooks out there going around buying complete strangers iCloud plans?

I’m signed into iCloud. I get the error when I try to upgrade my plan from free to the paid plans. After choosing the plan, and entering my password twice, I get a message saying “Cannot Connect to iCloud”.
