macOS Sierra will not run FireFox or Google Chrome saying downloaded files are damaged. Option to run files from "Anywhere" is not offered in System Preferences.
Can we override this without writing code?

Did you download these browsers directly from the vendor site, or from a download aggregation site (e.g. CNET, etc.)? I have never had to do anything special with Firefox on any macOS operating system (including 10.15.6). It just works after its installation.
Try Right Clicking on the App, choose Open & authorize it.
