Each time I try and download an app, update, or anything similar my phone says "Low Data Mode is on" however, when I go into both Cellular Data Options the switch is in the off position. I tried turning the phone off and back on again, and my phone is updated to 13.6.1.

After reviewing your post, it sounds like you have a feature that seems to unexpectedly activate. "Your Low Data Mode preferences for each Wi-Fi network are kept up to date across all your devices through iCloud." Since this is a feature that activates for both Wi-Fi and Cellular, check your Wi-Fi network preferences also.
