Why aren't my photos uploading to iCloud?

I have used 25 GB of iCloud storage and have another 25 GB remaining free. Why then don't my photos upload to the cloud anymore? (iPhone 6s)

Does the device itself have enough storage space? Is the device plugged in to power and connected to WiFi during the syncing process?
