I just bought an iPad Air, which i restored from a backup of my old iPad. When it was finished, I went about logging into all of my apps, just to see none of my passwords were saved. On the new iPad, it said Keychain was off. On all of my other devices, it's turned on. Does anyone know what could be wrong? Thank you in advance.

Update: The issue seems to be solved. I'm not entirely sure, but I believe this was caused by my Windows PC, which was cloned on my Apple ID (Once as itself, and once as an iPhone running Windows). I removed the "iPhone" from my account last night, and this morning I was prompted to turn on 2FA, which turned iCloud Keychain on. I'll try to find more information on this, and update that here. Thanks for the help!
When I turn that on it loads for a sec, turns on, then flips back off. Here's a screen recording.
