Apple Store Not Offering Repairs During Pandemic!?

I've been trying to get help with this MBP's issue: The screen goes black if I open it past 90 degrees (vertical) though power remains on. Purchased spring 2017, AppleCare warranty purchased, and I've been looking for a repair but the pandemic has my local Apple Store closed and while I've been waiting for it to reopen, my warranty expired!

Question 1: How will I get this repaired if no Apple Stores are doing repairs?

Question 2: Who will be expected to pay for this repair since my AppleCare warranty expired during the pandemic and no repairs were possible?

MacBook Pro 13″, macOS 10.15
