I have a MacBook bought in 2017 which has only one USB-C port. If I connect my MacBook to this monitor with USB-C cable, can I access to other USB-C devices connected to this monitor? For examples, I would like to access external HDD for TimeMachine, DVD drive for watching movies on the 4K monitor.

Probably not. That monitor will give up to 85 watts System power, and you have to make sure that whatever is plugged into it is compatible, your best bet would be to check the LG websiteFor monitor support, Or just buy a powered USB C dock.
