Apple does no longer offer any print services for books and calendars and cards at all. You will not be able to have your book printed by Apple. Last orders had to be placed by September 30, 2018. We have now to use third-party services to order books and other print projects. As your book is already finished, save the book as PDF file and upload it to service that can print books from Apple PDFs, for example Presto Photos or Mimeo.

For future books, you should upgrade the Mac to a newer system version, that will install a newer version of Photos. Photos is a part of the system and upgraded by system upgrades. Newer versions of Photos (since Photos 3.0)on High Sierra come with the ability to call third-party project extensions from Photos to let us create books or other print projects.

Use Project Extensions to order print products in Photos after September 30, 2018 - Apple Support

"To give users access to a broader variety of print services, macOS High Sierra introduced Photos Project Extensions which integrate directly with the Photos app. In macOS Mojave, Photos will transition entirely to Photos Project Extensions. Users will be able to print and update their existing projects using these new services, and will gain access to a broader variety of options. For final purchases using the existing built-in service, place your orders by September 30, 2018. "

Are you able to create a PDF file for that book? If you can try holding down the Option key and click on the Buy Book button.  That will give you a PDF file that is the same as was uploaded to Apple when they were still offering print services.

If so there's a 3rd party book provider which used to do the printing for Apple as a sub-contractor, Mimeo, that will take PDF files created by iPhoto and Photos and print and bind books and calendars.

Also you can upload the PDF file to PrestoPhotos which can also print and bind books and calendars from iPhoto or Photos pdf files.  They've been doing it for some time now.

Use the PrestoPhotos or Mimeo links above for direct access to the PDF file uploading and book/calendar ordering page for each site.
