Cannot upgrade to to macOS Catalina from AppStore

I have a Macbook Air with High Sierra on it. I want to upgrade it to the lastest macOS (Catalina). When I go to the app store and hit the "download" button, it simply grays out and nothing happens. Here is a screenshot:

Please advise on how I can update the mac.

Note: in terminal I also tried running:

$ softwareupdate -l
Software Update Tool

Finding available software
No new software available.
