Why does iTunes for Windows 10 slow down the speed of importing a CD compared to Windows 7?

I have a new Windows 10 computer with AMD Ryzen 7 3700X, 16 GB RAM, and USB 3.0 ports. It didn't have room for my preferred optical drive, so I put it in an enclosure that has a SATA interface and a USB 3.0 connection. When I run iTunes and import a CD with that drive, it runs about 1/2 the speed as when I connect the same drive (using the same CD) to my ancient Windows 7 computer with AMD Phenom 9650, 8 GB RAM, and USB 2.0 ports. The drive/CD combo shows typical read speeds in the 20x range (near the drive max) with the Windows 7 system and 10x range (far under the drive max) with the Windows 10 system. I am late to iTunes and I still have a fair number of CDs to import, so the slowdown is a big impact. I'm currently importing on the Windows 7 system, sharing the directory to my Windows 10 system, and letting iTunes copy the files over a 1 Gb ethernet to save time. Is there any way to get iTunes on Windows 10 to be as fast as iTunes on Windows 7 for importing CDs? Thanks for your help!
