Can I subscribe and play apple arcade on my Gen. 1 iPad mini? I was wondering if it is possible since the ios is like 9 something.

Simply, your iPad Mini 1 is too old an iPad.

The iPad Mini 1st gen is from Sep./Oct. 2012.

It is very nearly 8-years old, now.

It's hardware is too old and too underpowered and incompatible with any newer iOS/iPadOS versions.

You need a new, new refurbished or much, MUCH “newer”, used iPad model capable of running iPadOS.
