On my phone I have Voice Memos toggled "on" under settings > my name > iCloud
On my computer I have Voice Memos box checked under system preferences > Apple ID > iCloud Drive [options]
I can't see the voice memos on my computer
I can't find the voice memos when I log into iCloud.
I tried recording a new memo on the computer as suggested elsewhere but it didn't help.
Can someone please suggest a solution to one or the other. Both is fine too.

Yes, they should be synced across all devices if the memos are stored in iCloud which it sounds like it is. On the MacBook, try jumpstarting it via System Preferences > Apple ID > iCloud > turning off/on Voice Memos.
On the MacBook, you go to Finder > Applications > and you should see Voice Memos. As for accessing Voice Memos via iCloud.com, you cannot as it's not an option.

They are only on my phone, I can't see them anywhere else.
If they are backed up to iCloud, when I open the Voice Memos app on the computer shouldn't I see the same memos I see on the phone?
