my child changed the passcode on her phone and now the phone is disabled. it has not been backed up so I am now wondering if there is a way to change the passcode of the phone via iCloud as the phone shows as device in my iCloud.

There is not.
You could erase the iPhone using iCloud assuming you had set up Find My iPhone.
Otherwise:
