Can you control another Apple device remotely without being on the same WiFi network. Having trouble helping my special ed students through technology issues. If I could go in and control the device for them I could help them so much more.

Depends on the kind of control you want to have. If the control is about device settings, app installation etc, you can do it via an MDM solution like Scalefusion, Jamf, MobileIron + Apple School Manager, the device does not need to be connected to your WiFi but just needs to have an active internet connection. If you want to however control the screen of the device remotely, navigate apps and perform actions, currently, iOS does not support Remote Control.
