I have a iPhone that I am trying to unlock to use on a different carrier. The problem is, when I contact my carrier they tell me that the phone I have was never been paid for so they can't unlock it. I got the phone on e-bay and the seller has great feedback so I don't think its a stolen phone. Anybody have a idea I can try? Thank you in advance.

Contact the seller and see what they know. Sounds like it was an iPhone under contract, I'm surprised it isn't blacklisted.
Are you sure it was brand new? When you go to Settings > General > About and tap on your AppleCare what is the ending date and is it 365 days from when you purchased it?
