Battery Not Charging, Screen Microstutters, and Unresponsive Ports on New MacBook Pro

I have a late 2019 MacBook Pro, 16GB RAM, 1.7 GHz Intel Core i7, with two Thunderbolt 3 ports. Starting a few months ago, I've been having problems with screen microstutters and battery showing as not charging even when nothing is plugged in.

As seen in the image above, the battery shows as "Not Charging" even when nothing is plugged into any of the ports.

I used a home theatre setup when this issue arises.

Steps to Reproduce:

  1. Connect power and HDMI using same port (Using a USB-C hub)
  2. Turn off computer
  3. Instantly after, turn off projector
  4. Next turn off AV receiver
  5. Unplug everything and restart computer
  6. Battery will show as not charging and power source will be power adapter (as seen in the above screenshot)

To temporarily fix the problem, I have to plug in power cable into port that I used earlier. Also, the port that I used earlier become unresponsive to anything but power.

I know SMC resets and NVRAM resets fix it temporarily, but I'm looking for a more permanent solution. Thanks in advance.
