iCloud drive stuck on uploading

It looks like you're still showing the iCloud Drive syncing icon. That would be expected to show if content is actively syncing between your Mac and iCloud.

Does the issue only seem to be the appearance of the icon or are you having other issues related to that? Is iCloud Drive uploading and syncing content properly?
