You don't. There is no way to make appointments for shopping, nor do you need to make one. Appointments are only for service.
Just go to a store, and tell them you want to buy something.
Update: They were not able to make me an appt. with a shopping specialist over the phone. To get an appt. go to https://www.apple.com/retail/instore-shopping-session/
Each of the stores in my city are “unavailable” to book appointments as all available appt.s are taken. I was instructed, over the phone with Apple, that my only recourse is to return to the website regularly to find when new appt. times open up.
I was unhappy with this plan. It is coronavirus and I totally appreciate the need for safety; however, I would like to book an appt. for a future day/ time, rather than constantly check for the website to offer new appointments.

I've learned if you keep going to the site: apple.com/retail - you can pull up the store you want and eventually make an appointment. I got my watch on Sunday.

I’d read that Apple is prioritizing genius bar reservations over shopping reservations, but you can discuss your purchase over the phone and have it shipped, or in some places, pick it up curbside.

Yes, you can go to Best Buy, or the stores run by your carrier. But the only place you can get an unlocked phone is directly from Apple (although some Best Buy staff will stretch the truth).
In some cities, like Pittsburgh, you cannot set up a shopping session, nor can you pick up an online order at an Apple Store. I order two iPads for my son and daughter and there was no option for in store pickup. I even tried to change it by chatting with a specialist and she was unable to accommodate me.
They were still allowing Genius Bar appointments and store pickup if the item was in stock at the store, but I couldn’t order the iPads online on the Apple Website, and then pickup them up at a store.
I don't believe Apple does that at the stores, click on the Contact Support link at the top right of this page to ask Apple that question.
They only make them 7 days in advance. You will have to wait and try again each day.

Threats don't work here. If you want to buy an android, buy an Android nobody will stop you. I doubt stores selling them will have less of a wait time if they are the brand new $1200 dollar models.
Due to the ongoing Pandemic some stores have decided to require an appointment to purchase a device to keep the people inside to a minimum and avoid spreading of the Covid virus as much as possible.
Its expected there will be wait times.
You are of course free to order online and get it delivered to your home in a few days. No lines, no waiting outside, no appointments.
I visited an Apple store and they had two security guards who won’t get you even close to the store entrance. Only if you have an appointment you can walk in and it’s not to purchase. Only if you have a issue with your phone. If you want to make a purchase go online he said. I said the online says I don’t need any appointment for purchasing. That’s why I drove down here. His attitude was very rude “I am going to repeat myself he said, you can just go online and make your purchase.” You spend thousands of dollars for new iPhones and watch and he treats you like ****!!! Thanks Apple for great customer care..
