Do you have Settings > [username] > iCloud > iCloud Photos turned on in the new phone? See: Set up and use iCloud Photos - Apple Support
Note that syncing iCloud Photos is not the same as using iCloud Backup. If you had iCloud Photos turned on in the old phone, they would not be included in an iCloud Backup and would not be part of a restore. With iCloud Photos turned on, photos sync to and from iCloud dynamically as changes are made (new photos, deletions, etc) while iCloud Backup only happens when run manually or happens periodically if it is on.

Leave the new device plugged in to power and connected to WiFi and allow it to sync.
