CMD-Q only removes an app from the CMD-TAB list, but it’s still running in the background
As an example, Email app was closed with CMD-Q, and is not listed in the CMD-Tab list of apps. Yet, it is shown as running in the background.

This combination is expected behavior between the iPad and external keyboards, however if you'd like to see this change or report this behavior, visit this link:
As a tip, in the app switcher view, you can swipe up to close the app.

Thanks for the screenshot to help show us your Command+Q function isn't fully quitting the app desired.
For the apps affected, let's use the Force Quit option found in the Apple Logo at the top left corner.

Then restart your computer, and test again.

I have not problems with CMD-Q on my Mac. The above screenshot is for iPad (which, the magic keyboard is lacking an ESC key). I can quit the app if I go to see all Apps running in the background ... but the reason for the post it to point out a bug, in that ESC-Q does not close the app down, it only removes it from the CMD-Tab list of apps.

Already made a feedback report ... yes, imo, either CMD-Q, either needs to work all the way, or not at all. Removing an app from the list of possible apps to switch to in CMD-Tab only is not very productive.
