CMD-Q only removes an app from the CMD-TAB list, but it’s still running in the background
As an example, Email app was closed with CMD-Q, and is not listed in the CMD-Tab list of apps. Yet, it is shown as running in the background.

This combination is expected behavior between the iPad and external keyboards, however if you'd like to see this change or report this behavior, visit this link:
As a tip, in the app switcher view, you can swipe up to close the app.
