Currently our 2tb storage plan is tied to my wife’s AppleID and we’d like to move it to mine. Short of moving 500gb of pictures, etc from the cloud to a pc and blowing away her “plan” and then purchasing one with my ID and moving everything again.....is there anything that can be done?

No, not really, it has to be moved more or less manually from one account to the other.
There is no feature to move it between accounts.
