It is not the Apple TV Remote that turns off or on other devices. The way that it works, is that the Apple TV Remote puts to sleep or wakes the Apple TV box, which then sends a signal through HDMI-CEC to the other devices about the state of the Apple TV box. It is then up to the firmware of the other devices and their device settings to react to that (or not).
Verify if your TV supports CEC, and check if it is tuned on. Pioneer might refer to CEC with its own trade name, Kuro Link. TVs may support a subset of the CEC features.
