I just turned on iCloud storage for my photos. Although my new iCloud space has begun to fill up, the photos are still taking up just as much space on my phone as before they were on iCloud, even with the "Optimize iPhone Storage" option selected. How do I make the photos take up less space on my device?

Before upgrading my iCloud storage, my photos took up 2.5GB of space and the iPhone storage page in settings said by enabling iCloud photos I could free up over 2GB of storage. Because of this, I purchased additional iCloud storage and enabled iCloud photos. However, my photos are still taking up 2.5GB on my phone.
Did you enable the Optimize Phone Storage feature under Settings > Name > iCloud > Photos > Optimize Phone Storage?
