Everytime I turn on laptop a error message pops up `Unable to create a directory for icloud photos. restarting your computer might resolve this issue. (error 376).
Of course restarting doesnt fix the issue!
Any ideas on how to resolve this?

Checking to ensure iCloud for Windows is set up completely, is also a good option: Set up and use iCloud for Windows
From there, we suggest checking your PC for any updates that need installed and making sure you have enough storage to accommodate your photo library.
