Album photos are consuming my iphone 6 plus storage - how to manage this problem as my iphone has no storage left even thought there are only 11 photos in my photo storage area.

Something might be wrong in your question. 11 pictures can't take more than 100MB of storage.
Check better your Settings>General>Iphone Storage, take a screenshot and post your situation here.
