Facetime and iCould must be signed in to the same Apple ID to enable Calls on Other Devices.
This is the error message i am getting while i am trying to setup phone calls from my MacBook Pro via iPhone XR.
Both the MacBook Pro and iPhone XR are signed into the same iCloud ID
