I signed up for a Family Share Plan, specifically to share Apple Music. They are all confirmed as members, but nobody else in the plan is able to view my music library on their phones. Purchase share and Apple music are on.

From what I understand in the "Apple Music Family Subscription" section of:
Family Sharing - Apple Support
each family member gets their own personal music library but they can't share it entirely. You can share a playlist, but that is about it.
