Numbers doesn't re-install on iPhone SE

In App Store Numbers appears with a circle and blue square so it looks as though its downloading but although connected to Wifi (I have tried different networks), there is sufficient storage (more than 10GB) and there are 2 payment methods (I added 1 to make sure they were working) downloading does not happen even when connected to wifi over night. I have restarted App Store and rebooted the fone many times.

Searching for Numbers on the fone gives the message "Reinstalling"Numbers" .....app will start downloading in the background.

I have logged out and back in to my Apple ID several times. All fields look good - no visible issues.

"App updates" and "Apps" are on for automatic updates.

Numbers works fine on my iPad and Mac.
