iCloud Drive - Sync Pending (on Windows PC)

I have a same issue as this user: https://discussions.apple.com/thread/251506874?login=true; But it seems that the problem was not resolved for the user... I'm wondering if Apple could follow-up on this!

The issue I had, similar to above, that after I've installed iCloud drive on a Windows PC (note I have the latest version installed as of today 2020-08-24), and files that I copy to my iCloud drive on the windows file explorer are not uploaded to iCloud drive as they should, in order for them to be synced across all my devices that have iCloud drive as well; all I get is this status for my files (in windows file explorer: sync pending.
