Bill is paid but I cant send messages to anyone with green bubbles

I keep trying to send text messages to people with green bubbles and I can’t. It keeps saying not delivered. I can call them and they can call me. I can also recieve texts from them

Green bubbles (SMS) are a carrier function. Start by contacting your carrier.
