"Other" taking up 38 GB of storage on iPhone

I have deleted all messages, offloaded all apps, deleted everything possible, cleared cache on safari, cleared cookies, all browsing data, etc. "Other" is taking up over half the space on my iPhone and it is very concerning. I have followed many different rabbit holes online trying to clear this, and nothing has worked.

Please help!
