Tags appended to your question indicate that iOS12 is installed.
If you do have an iPad Air3 (or the previous generation Air2) you should update to iPadOS 13.6.1 (this being the current version). If you iPad Air will not update beyond iOS 12.4.8, you will have a first generation iPad Air - which does not support iPadOS 13.x.
If you have updated to the most recent version of iPadOS - and update doesn’t resolve the problem - as you are within warranty, the best advice would be to engage directly with Apple Support. You’ll find the Contact Support link at top-right of this page.
